Raymond (or Rémond) Braillard was a pioneering French telecommunications engineer and a founding figure in early European radio and frequency management. Based in Brussels, he led the International Broadcasting Union’s Technical Commission and orchestrated the landmark "Geneva Plan" for international frequency allocation. He also influenced the design of the historic Flagey building by insisting on a turret to house a future television antenna, inadvertently shaping its iconic "Packet Boat" architecture.
