The stadium was built between 1930 and 1932 and already was opened to the public already on 13 September 1931. Since 1991 is named after a former club and UEFA president. At the time of its opening, it bore the name Giovanni Berta, an Italian fascist who was killed in 1921.
In the course of its history, it hosted the 1960 Rome Olympics and concerts by David Bowie and Madonna. There have been repeated discussions about demolishing the stadium. Since 2021, it has been certain that it will be preserved. Among others, the Pier Luigi Nervi Project Association, which is made up of descendants of the architect, has been campaigning for this. In this way, adjustments will be made in the future that appear necessary from the point of view for a modern stadium operation.
