Václav Budil studied mechanical engineering. In Kolín, he became the director of the electricity plant. His interest in modern architecture permeated his life. He had the power plant and his two houses in Kolín and Kostelec nad Černými lesy built by Jaroslav Fragner. In Kolín in 1931, he himself organized lectures on modern architecture in the district education committee (Okresní osvětový výbor).
Even after World War II, he remained responsible for power stations, including in Hradec Králové.
