Karl Völker gained experiences in working as a pianter in Halle (Saale) and Leipzig. In 1912 and 1913 he studied art in Dresden. He returned to Halle (Saale). With his knowledge he painted churches and designed windows. In the 1920s he started cooperations with architects, first with Bruno Taut. They painted the Magdeburg town hall.
Via Taut he come in contact with Otto Haesler. Völker started to work in Haesler's office from 1928-1932, being responsible for working on the colour systems.
After World War II he was a respected artist in the GDR.
