Josef Kotlář studied in Prague and taught civil engineering at a construction school in České Budějovice between 1931 and 1946. In 1944 he and his wife were arrested (by the Gestapo?). While he survived the Nazi terror, his wife was murdered in the Ravensbrück concentration camp. As a member of the Artists' Association in České Budějovice, he was lucky to stay involved in the city's cultural life.
