In 1922 Francesco Mansutti received his diploma from the School of Applications for Engineers at the Faculty of Engineering at the University of Padua.
In 1928 he registered as an engineer and in 1931 as an architect, but already in 1929 he started the partnership with Gino Miozzo, that lasted up to their deaths.
During the 1930s they became part of the Miar (Italian Movement for Rational Architecture) and were designing architecture for the Italian Fascist Regime in Bolzano, Gorizia and Padua.
