Carl-Hermann Rudloff grew up in Wrocław, where he also studied building engineering around 1910. Before moving to Frankfurt am Main in 1925, he worked in various locations across what is now Poland. In Frankfurt, he became a colleague of Ernst May. They had first encountered in 1922 and 1923, within the sphere of Silesian refugee relief. Rudloff worked under his direction at the Silesian Homestead organisation, where he helped to reinforce and convert barrack structures into modest dwellings.
Following the end of his work on the New Frankfurt project in 1931, he joined the Nazi Party in 1933 and remained in Frankfurt until the end of the war. After the war, he was classified as a “follower” (Mitläufer) and fined.
